About
Healthcare and welfare policy in Belgium is shaped at the intersection of scientific evidence, political choices, feasibility, and the day-to-day realities of healthcare providers and patients. A policy decision that makes sense on paper does not automatically hold up in practice, and conversely, sound practical knowledge often gets stuck without the proper justification to translate it into policy.
At Möbius, we support governments and healthcare organizations precisely in this matter: from literature reviews and stakeholder consultations to developing and guiding concrete policy processes. Not as an external research firm that simply delivers a report, but as a partner that helps substantiate, evaluate, and implement policies.
Specifically, we do this on three levels:

We help develop policy by engaging stakeholders and formulating policy objectives that can be translated into concrete system changes.

We support the operationalization and monitoring of policy through pilot projects and policy indicators.

We guide organizations in shaping their strategy and organizational management.
To ensure our continued growth, we are looking for a driven Senior Health Policy Consultant.
Our ideal candidate
You combine a scientific background with a keen interest in how policy is developed and what impact it ultimately has on patients and healthcare providers.
Specifically:

You hold a PhD or master’s degree with a strong scientific background (e.g., health sciences, biomedical sciences, pharmacy, epidemiology, sociology, public health, or a related discipline) and have at least 5 years of relevant work experience.

You are familiar with scientific methodology: literature reviews, evidence synthesis, critical analysis, and translating complex qualitative and quantitative research methods into actionable policy insights.

You have an affinity for or experience in health policy - whether through research, a government agency, a knowledge center, or a consulting firm - and understand how federal, regional, and local policy processes work.

You can bring together stakeholders with diverse interests (government, healthcare providers, advocacy groups, patient associations, industry, etc.) and engage them in a consultation or policy process.

You communicate accurately, clearly and persuasively in Dutch, both in writing (reports, policy papers) and orally. Knowledge of French and English is a strong asset.

You enjoy working in a project-based and results-oriented manner: you combine the precision of research with the pragmatism needed to effectively see a policy process through to completion.

Experience in preparing proposals for public tenders is a strong plus.
Your role as a Senior Health Policy Consultant
Depending on your experience and interests, you’ll contribute to projects in one or more of these areas:

Evidence-based policy: you will conduct literature reviews and evidence analyses for knowledge centers, government agencies, and others, and translate these into concrete policy recommendations.

Government policy and regulations: you will support reform processes and stakeholder consultations for various government agencies.

Healthcare strategy for institutions: you will assist local governments in developing their strategic healthcare policies and vision.

Data and knowledge management: you support healthcare organizations in data-driven decision-making.
